The National Council for Family Affairs  - Jordan

(NCFA)

Chaired by Her Majesty Queen Rania Al-Abdullah, the National Council for Family Affairs (NCFA) was founded by virtue of a Royal Decree, under Law No. (27) for the year 2001.

Our goal is to improve the quality of life of Jordanian families. We work to maintain the family’s entity, its stability and self-sufficiency, and strive to ensure the appropriate socio-economic, legislative and cultural policy environment supportive of the family and its members

 

Our Mission:

To contribute to ensuring a better quality of life for Jordanian families through a national vision that supports the country’s development policies and enables all Jordanian families to achieve their optimal aspirations.

 

Our Role:

Under the leadership of Her Majesty Queen Rania, NCFA is an umbrella organization that acts as a support agency by coordinating and facilitating the work of its partners and relevant institutions, which work in, and influence, the field of family affairs. The Council’s role can be identified under three main headings:

  • A national policy think-tank

  • A coordinating and monitoring body

  • An advocate

Our Strategy

NCFA's strategy enables it to proactively respond to its legal responsibilities. The main strategic objectives of the Council are:

 

Policy Formulation and Reform:

To facilitate the development, revision and appropriate reform of policies, legislations, and procedures as they impact on the attainment of an enhanced quality of life for the Jordanian family and its members.

 

Research and Data Resource Management:

To avail, make accessible and disseminate data and information to decision-makers, program managers, family affairs advocates and other concerned parties, with the intention of instituting timely and informed action focused on ensuring an enhanced quality of life for all Jordanian families.

 

Advocacy:

To increase awareness and support for family issues and policies that impact on the quality of life of all Jordanian families.

 

Coordination and Monitoring:

To facilitate, coordinate, and monitor the development and implementation of national policies, strategies and programs focused on ensuring an enhanced quality of life for all Jordanian families.

 

Organizational Development:

To develop and support the capacity of the National Council for Family Affairs to technically, administratively, and financially respond to the Council's role and responsibilities as established under Jordanian law.

 

The Policy and Planning Unit:

The Policy and Planning Unit's strategic objective is to develop and review policies, legislation and strategies pertaining to the family. In doing so, the Policy and Planning Unit (PPU) guides scientific research and programs towards national priorities to achieve harmonized polices and strategies that are geared towards improving the quality of life of the Jordanian family.

 

The National Council for Family Affairs, and through its PPU, works closely with policy makers and all parties concerned with family affairs to fulfill its strategic objective of Policy Formulation and Reform. Therefore, NCFA seeks to assist policy makers in identifying trends and challenges, at their earliest stages, by developing effective reporting and information dissemination mechanisms, as well as strong networking with governmental and non-governmental agencies.

NCFA will provide opportunities to present findings of up-to-date research on health, economic, and social issues/indicators through conducting forums, and the development, implementation, and evaluation of public and private policies and programs.

The PPU will also contribute to developing an effective planning framework of operations that would enhance NCFA's mandate as the main national body concerned with family oriented policies and strategies in the country. The Policy and Planning Unit aims at:

  • Developing strategies and plans relevant to priority issues of the Jordanian family in collaboration with concerned governmental and non-governmental agencies.

  • Providing scientific policy-oriented research on all issues affecting the family and the well-being of its members.

  • Assessing and analyzing existing legislations that affect the family and provide recommendations accordingly.

  • Participating in developing legislations to provide for family needs and ensure its security and stability.

  • Advocating and creating awareness for the need for a family-friendly legislative environment.

  • Working with policy makers and concerned institutions to develop effective family-centred policies and plans.

  • Planning for the future development of the Council in collaboration with the various units to ensure proper strategic directives in order to achieve the overall mission of the organisation.

Technology and Data Resource Unit

The Technology and Data Resource Unit (TDRU) aims to provide and manage information and data pertaining to the affairs of the family and its members for the aim of enabling decision makers and those working in the field to take sound decisions that will positively affect the wellbeing of the Jordanian family. In doing so, the TDRU provides accurate and reliable scientific information on family issues to policy and decision makers, academicians, scholars, and the community at large.

 

The National Council for Family Affairs (NCFA), and through its TDRU, works to ensure the availability of such information, as stated in the Research and Data Resource Management strategic objective, and provides and manages accurate and up-to-date information in an accessible and sustainable manner to assist NCFA in performing its role as a policy think tank efficiently and effectively.  The TDRU aims at:

 

  • Developing an organized sustainable and structured family-related information base and facilitating access to relevant information and data for all concerned stakeholders.

  • Providing policy makers with up-to-date, action-oriented, and objective information on issues from a family perspective.

  • Disseminating information to all concerned partners and organizations working in the field of family issues as well as to the students, researcher, academicians and scholars.

  • Identifying priorities, gaps and unseen areas of concern, as well as taking informed actions geared towards an enhanced quality of life in collaboration with partner organizations.

  

Communication and Partnership Unit

The Communication and Partnership Unit (CPU) aims to raise awareness of, and national support for, policies and programs that address issues relevant to the family and the rights of its members which are vital to creating a concerted national agenda focused on ensuring an enhanced quality of life for the Jordanian family.

 

The National Council for Family Affairs (NCFA), within its strategic objective of Advocacy, and through its CPU, seeks to highlight priority issues and policies relevant to the family and its members. The Unit also promotes NCFA’s various projects, as the link to the outside world. The CPU aims at:

 

  • Advocating for a family centered approach to enhance the wellbeing of the Jordanian family and harnessing national support to allow for a suitable environment that supports the attainment of NCFA’s strategic vision.

  • Promoting the image, mandate, and achievements of NCFA within national, regional, and international forums.

  • Encouraging educational, social, and cultural media programs and activities targeting the family and participate in the development of such programs.

  • Increasing awareness and support for NCFA’s programs and services among various partners.

  • Building national and regional partnerships and alliances in support of the welfare of the Jordanian family.

  • Coordinating efforts with different partners, in the public and private sectors.

  • Disseminating and ensuring the availability of relevant data and information necessary for making informed political decisions pertaining to the welfare of the Jordanian family.

  • Raising funds for various NCFA’s programs and initiatives through tapping national, regional, and international funding sources.

 

Monitoring and Evaluation Unit

 

The Monitoring and Evaluation Unit (MEU) aims to support, monitor and coordinate between the National Council for Family Affairs (NCFA) and its partners and evaluate programs, strategies and projects that deal with issues relevant to the family. In doing so, the MEU achieves harmony between the outcomes of the work of the Council and its partners and the inputs to the policy making cycle to ensure a conducive environment for the enhancement of the quality of life for the family. Such work is key to the overall realization of the Council’s strategic mission.

 

The MEU’s main goal is to ensure the implementation of NCFA’s plans and programs, both with partner organizations and within the Council’s technical units, in accordance with the Councils strategic objectives. The MEU is to develop a comprehensive monitoring and evaluation system between NCFA and its partners, the outcomes of which will feed into policy recommendations as well as identifying new areas in need of engaging on a national scale. The MEU will also design a system to monitor and evaluate the progress of the work of NCFA’s various activities and provide constructive feedback to enhance the outcomes, while continuously evaluating the impact of such work on the community.

The work and findings of the MEU will feed into the work of the other technical units, particularly the Policy and Planning Unit, the Childhood Unit, and the Technology and Data Resource Unit, while also providing support to policy makers working in the field of family issues and policies. The MEU aims at:

  • Developing a comprehensive monitoring and evaluation system to follow up on the progress and ensure implementation of the various activities of the Council.

  • Monitoring and evaluating the implementation of the work of NCFA within its strategic objectives.

  • Improving the performance and effectiveness of ongoing strategies, projects, and programs carried out by the Council and its various partners and stakeholders.

  • Providing continuous input to the Policy and Planning Unit, the Childhood Unit, and Technology and Data Resource Unit as well as partner agencies (governmental and non-governmental) to assist in policy formulation and planning.

 

Childhood Unit

The Childhood Unit's main strategic objective is to contribute towards the enhancement of the quality of life for the Jordanian child through developing strategies and policies, reviewing legislations, and providing recommendations to governmental and non-governmental organizations as well as experts and professionals working in the field of childhood. In doing so, the Childhood Unit (CU) tackles child related issues from a family perspective and adopts a comprehensive approach to child welfare that feeds into the welfare of the family as a unit. The MU supports the policy-making community and the health service-providers so to ensure the development of an environment fit for Jordanian children.

 

The National Council for Family Affairs (NCFA), and through its CU and the PPU, seeks to assist policy makers in both the legislative and executive branches of the government to develop sound child-based policies by providing up-to-date research findings and recommendations on issues that are geared towards the enhancement of life for the Jordanian child.  The NCFA also seeks to assist policy makers identify child-related trends and challenges, at their earliest stages, by developing effective reporting and information dissemination systems, as well as strong networking with governmental agencies working in the filed of childhood. The CU aims at:

 

  • Developing strategies and plans relevant to child priority issues in Jordan in collaboration with governmental and non-governmental agencies working in the field.

  • Providing scientific policy-oriented research on all issues affecting children and their well-being and hence the welfare of the family unit.

  • Assessing and analyzing existing legislations that affect children and providing recommendations accordingly.

  • Working with policy makers and concerned institutions to develop effective child-centred policies, programs, and plans.

  • Monitoring and evaluating the implementation of the work of the CU within its strategic objectives.
