Introduction

 The family is the foundation of society.  For a child, it is the first reference group where he or she acquires interpersonal skills, develops a personality and learns the values and rules of society, which form the basis of social culture.  Family structures can take a number of forms, reflecting the developing cultures of countries and regions around the world.  Thus, the basic universal role of the family is the process through which children are nurtured, cared and socialized.

Several factors affect the family structure, including family violence, which has a significant negative impact on family functions, dynamics and survival.

 

Violence within the family is an international problem.  However, it is only in the past 20 or 30 years that there has been a broader recognition of, firstly, the prevalence of violence within the family and, secondly, the extent of the damage that is caused by this violence, not only toward individuals, but also toward society as a whole. 

Given the enormous consequences of family violence, the importance of taking systematic, comprehensive approaches to reduce its incidence becomes increasingly evident. Most important of these approaches is to focus on training and educating professionals in the field of family protection including those at regional levels.

Joint efforts were established between many Jordanian organizations to hold the First Middle East and North Africa Conference on Family Protection in Amman, Jordan on 25 –27 September, 2005. The following organizations and Projects are directly involved in organizing the conference: the National Council of Family Affairs (NCFA), the Public Security Directorate - Family Protection Department (FPD), the Family Protection Project (FPP) The conference is also supported by the Department for International Development, the United Nations Children's Fund (UNICEF), the World Health Organization (WHO), the Ministry of Foreign Affairs of Denmark, and the Swiss Agency for Development and Cooperation

The main theme of the conference is "Working Together for Family Protection"

 

The conference goal is to advance best practices in protection, prevention and treatment of the physical, mental, cognitive, emotional, social, legal and economic effects caused by family violence on children, women and men in all stages of life.

 

The objectives of this conference are:

1.      Examine the extent, forms, causes, and impacts of family violence at the regional level.

2.      Explore the social, health, cultural and legal implications for family violence, and promote policy changes.

3.      Explore the various aspects of family violence (detection; management; and prevention)

4.      Promote the multi-disciplinary approach to management of family protection.

5.      Encourage a positive response of professionals to United Nations agencies’ protocols, guidelines, and studies that deal with combating family violence.

6.      Encourage partnership and engagement with international professional, UN, and donor agencies.

Main Topics and Formats of the Conference:

In order to achieve the above objectives,

 

1. The conference will tackle the following main topics:

1)Extent, forms, causes, and impacts of family violence in the region (i.e. context of violence and  emerging key issues).

2)Role of policy makers in relation to family protection.

3)Justice, legislation and law enforcement in the field of family protection: the roles of the judiciary and law enforcement authorities; collaboration between the justice, social welfare and education systems; and victims as witnesses in legal procedures.

4)Prevention: changing social attitudes and practices, public awareness campaigns, etc.

5)Interdisciplinary approaches – professionals working together: early detection, diagnosis and intervention, interview techniques for victims who report abuse, training programs and supervision, and the establishment of an interdisciplinary team.

6)Responding to family violence, including identification and analysis of gaps:  protocols for assessment and intervention, effective treatment interventions, institutional care, and social and community support.

2.The conference will have the following formats:

1) Hold Discussions groups including Keynote Speakers : Each round table will deal with one of the contemporary issues related to family violence. One or two experts will highlight the issue for elaboration and discussion by the participants, who are, in turn, expected to come up with practical responses and solutions regarding the issue.

2) Research papers of original work will be presented, specifically those focusing on implications of research for practice and policy making. Abstracts should not exceed more than 200 words illustrating the following: the main objectives of the study, methodology (sample, design, target, tool), and main findings. Each presentation should take no longer than 20 minutes, including time for questions and discussions.

3) Positive Experiences and Best Practices will be exchanged. These should be verified with the following determinants: Is it prevention focused? Is it a multidisciplinary service? Is it evidence based? Is it human rights based? Is it easily accessible? Is it socio-culturally sensitive?

4) Poster Presentations.

5) Training workshops will be organized for professionals, reflecting best practices, in different disciplines: The expertise of locally and internationally renowned speakers and external consultants are to be utilized in the planning process and the presentation of workshops to ensure high quality training sessions.

The followings Workshops will be available:

1.Interdisciplinary training (law enforcement authorities-police officers and lawyers- health care providers and professionals, social workers, and representatives from non-governmental institutions)

2.Interviewing techniques and skills for  abused children and adults (police officers)

3.Medical assessment and diagnosis of victims of sexual violence (forensic physicians).

4.Case management skills for social workers  (including psychologists, counselors, and psychiatrists).

5.Video-recorded interviewing techniques for victims of family violence (Police Officers, Judges)

Anticipated Outcomes:

The conference will:

  1. Stimulate greater regional public response and engagement on issues related to family protection.

  2. Enhance current networks associated with family protection and develop new cohesive ones.

  3. Present recommendations regarding new polices and adopt best practices, strategies, and programs.

  4. Encourage greater capacity building and knowledge sharing.
